Pale blue enamel-edged white enamel cross pattée with laterally-pierced ball suspension; the face with a circular central medallion with a red enamel crowned lion rampant imposed on a background of alternate horizontal gold and pale blue stripes, within a pale blue enamel ring decorated with a gilt laurel wreath; the reverse with a circular central red enamel medallion bearing the gilt crowned cipher of Grand Duchess Charlotte I within a pale blue ring; on original ribbon.

The Order was instituted on 23 January 1961, the 65th birthday of the Grand Duchess, to be awarded to both Luxembourg citizens and foreigners who made a significant contribution to the reconstruction of the country after World War II.
