Cecil Henning Lincoln was born on 21 October 1883 at Lahore, India and was first commissioned on 25 February 1904. He was awarded a Delhi Durbar 1911 medal as being a Resident in the Persian Gulf, his award being part of the Civil allotment. With the outbreak of the Great War he was serving as a Subordinate Assistant Surgeon with Indian Medical Department and his Medal Index Cards denotes him serving in Mesopotamia from 6 November 1914, his 1914-15 Star being issued by the Government of India.

Promoted to a Senior Assistant Surgeon with the rank of Lieutenant on 27 August 1927 (London Gazette 14 October 1927) and appointed to His Majesty’s Vice-Consul at Mohammerah on 1 January 1930 (London Gazette 23 May 1930). Lincoln was appointed to be His Majesty’s Consul at Kerman on 9 December 1932 (London Gazette 19 December 1932) then was appointed to His Majesty’s Consul for the Governate-General of Kerman and the Governate of Bandar Abbas, to reside at Kerman as of 9 December 1932 .
