Cecil was born in bengal ,India 2nd September 1896 .He was appointed midshipman 15th Jan 1914 with battleship iron Duke, joining her in 1915 but post the Battle of dogger bank .

Promoted to sub lieutenant 15th January 1916 he was transferred to the battleship hms Revenge on 10th February 1916 the Revenge seeing heavy action during the battle of jutland.

He was promoted to lieut September 1917 and joined hms highflyer July 1919 ,between the wars serving on the staff and later with signals school being promoted there in August 1925 to lieutenant commander, still serving with the signals school on outbreak of ww2 before being placed on retired list Sept 1941 as commander he was posted to the staff in 1943 and joined the defence research establishment serving there for the remainder of the war and finally retiring 4th June 1948 .

He died 4th April 1972 at worthing in Sussex.
